Introduction

This on-screen guide is for the database entitled "Summary of EU Legislation on Dangerous Substances and Preparations" that is included in EINECS Plus.  It is one of thirty two databases issued as part of EINECS Plus.

It replaces the hardcopy manual that was introduced with the first edition of EINECS Plus in 1989 (which was updated in 1996).  It is and will continue to be provided in electronic form to permit easier updating, user-retrieval and browsing via the database and document ToCs (Tables of Contents).  This guide and the database are currently available in English only.

Please note that this database consists of several large records.  Unlike the other databases in the EINECS Plus collection it is a full-text database with detailed ToCs conferring powerful navigational capabilities.

The Official Journal of the European Communities (OJ)

The full texts of all European Community legislation directly or indirectly associated with EINECS Plus are published in the OJ.  Only the texts published in the paper edition of the OJ are deemed authentic.  In certain circumstances, however, (and only when it is clear beyond any doubt that a printing mistake exists in the paper or electronic version of the OJ), corrections may be made in this product.

Subscriptions to and issues of the OJ, as well as copies of individual texts, may be ordered from the publishers, the Office for Official Publications of the European Communities at the address below, and from its sales agents in the Member States of the European Union and elsewhere.

The large Full Text field contains all the main text of this database including section and subsection headings and associated text, tables, appendices, graphic images, etc.  It is punctuated by the section and subsection headings (which are also displayed in the Document Table of Contents).  These headings are also indexed and are thus searchable.

There is no need to include the field label, FT, in the search.  In WinSPIRS 5 the full text of the record will be shown once you have selected the FT field to display (via the "Show Options" menu item from the "options" pulldown menu) or if you click the "All Fields" button.

In WebSPIRS 5.x, to see the full text you can either click the "Complete Record" link that appears at the bottom of the short record display or the "Table of Contents" link that appears alongside.  The latter option allows better navigation from section to section of the full text.

Some sections contain data in wide tables that may not fit on the screen.  To avoid this, consider increasing the resolution of your display (where possible) and/or reducing fixed-pitch font size.  You can only choose fixed-pitch fonts to display this data as it would not otherwise line up and be difficult to read.

The search examples given above are by no means exhaustive but illustrate the sorts of searches that you may find useful.  Note the use of truncation.  This means that for the third search example above you will get hits on 'polymer', 'polymerisation', 'polymers' etc.

You will find a number of graphic images in the full text.  Some of these describe the 'symbols and indications of danger for dangerous substances and preparations'; the remaining graphics are present due to the complex nature of certain mathematical symbols, formulae and equations which cannot be indexed.

To see the graphic images in WebSPIRS, you will need to configure a TIFF file viewer for your chosen browser as none is currently shipped with the WebSPIRS software.  We recommend the AlternaTIFF ActiveX control or plug-in which can be found at http://www.alternatiff.com.

The Database/Document Tables of Contents (ToC)

Databases that provide the full text of documents are organized hierarchically and include a browsable Table of Contents.  Just like the Table of Contents in a book, it provides an outline of the database organized by subject, publication, or some other means.

Note that there is both a Database Table of Contents and a Document Table of Contents.  For this particular database, the former consists of two levels.  The higher level is merely the text "SUMMARY OF EU LEGISLATION ON DANGEROUS SUBSTANCES AND PREPARATIONS" which appears when you click on the "Contents" button in WinSPIRS or if you click on the "Table of Contents" button in WebSPIRS.

The Document ToCs, on the other hand, are much richer and more complex.  To see this, click on the '+' icon in WinSPIRS that appears to the left of any of the above 9 documents.  You will then see a number of high level document sections.  You can carry on opening these levels thereby revealing the document structure.  Similar remarks apply to WebSPIRS.

Breaking the full-text part like this means that you can display, mark, print and download only those parts of the record that you are interested in (see the general Help Index for more information on marking, printing and downloading of (parts of) records).

Stopwords

In general, some words appear too frequently in databases to be useful for searching; these are known as stopwords.

Owing to the multilingual nature of EINECS-Plus, there are NO stopwords in this full text database.  This allows complete searching of all common words in phrases.

Note that words such as "in", "and", "or", "not", "near" and "with" which form part of a search phrase, should be placed in double quotes when searching any of the databases in this compendium, as they are search operators.
