Introduction
The UK is described as one of the safest places to give birth worldwide (). However, for the last two decades, maternity services in the UK have been under investigation for failings in maternity care, with formal reviews of care dating back to 2004-2013 under the Morecambe Bay investigation (). This article explores the Each Baby Counts (EBC) report () in order to understand the rationale behind the programme, analyse the strengths and limitations of the findings and recommendations, and critically analyses its contribution to clinical practice.
